Obsidian Entertainment is the best game development company we can ask to do this. Firstly: the team is composed of some ex-Troika developers, most notably Tim Cain - project leader and lead programmer on Arcanum. Secondly: Obsidian has a gift of making great RPG games (Fallout: New Vegas, Star Wars: Knight of The Republic II, Neverwinter Nights 2, to mention just a few). Some of them are "highly unorthodox" such as South Park: The Stick of Truth, which shows, that the company can create something beyond the standard fantasy or post-apo topics.

We understand that you are not willing to take a financial risk with this project, so please, consider using Kickstarter for starting the project, testing the interest in it and, in the end, making the game we dream of.
